Addressing Our Utility Challenge
Water and Sewer rate increase
In recent weeks, the City of Green River’s administration has proposed a utility rate increase up to 25% over this next fiscal year. For most residents this is equal to approximately a $12 increase on their utility bills per month.
It has also become public knowledge that the new $56 million water treatment plant exceeded its original budget, which has contributed to the new financial challenges our community is facing.
Under Wyoming State Statue 15-7-407, municipalities are required to set water and sewer rates at levels that keep these operations financially solvent. In simple terms, the revenue collected from utility bills must cover operating costs, maintenance, and future infrastructural needs.

I want to be honest with you - there is no quick or easy solution to this issue.
I will never make promises simply to earn votes. The reality is that this is a complex challenge that cannot be solved by the mayor alone. It will require cooperation between the mayor, city council and all city administration to come to a solution.
Like many of you, I am concerned about these proposed increases. Community members across Green River are already dealing with the rising costs and with a higher utility bill, that places an additional strain on household budgets.
If elected, I will work to thoroughly review the city’s finances, applicable state laws, and the factors contributing to these increases. I will meet with the city administrators, department directors, and other stakeholders to identify opportunities to reduce costs and lessen the burden on residents whenever possible.
Going forward, I also believe the city must exercise greater oversight and accountability on major infrastructural projects. When projects begin exceeding their budget, there should be clear planning and financial safeguards in place to help protect taxpayers and utility customers from unexpected costs.
While I cannot promise an immediate fix, I can promise transparency, accountability and a commitment to exploring every reasonable option to protect residents and maintain the essential services that our community depends on.
